CARES Rent Relief Program
ATTENTION: November 4th is the last day to apply for CARES rent or mortgage assistance due to COVID-19. If you mail your application packet, it will be accepted if it is postmarked by November 4, 2020.
The Federal Coronavirus Aid, Relief and Economic Security (CARES) Act, passed in March, provided $3.9 billion for Pennsylvania and is intended to help people hurt economically during the pandemic. In late May, the General Assembly directed $175 million of these CARES dollars to PHFA to provide assistance for struggling renters and homeowners. The portion for rent assistance is at least $150 million.
Below you will find the application needed to request CARES rental assistance. Links are also provided to additional helpful information.
In Westmoreland County, Union Mission has been identified by PHFA to process applications for Rent Relief Assistance from July 6, 2020 through November 4, 2020.
Qualified tenants may receive up to $750 per month in rental assistance for up to six months for a total of $4,500. Rental assistance checks are paid directly to the property landlord. In order to qualify, total household income must not exceed Area Median income, and tenants must have experienced a 30 percent or more decrease in income after March 1, 2020 due to COVID, or, have become unemployed as verified by the PA Department of Labor and Industry, after March 1, 2020 as a result of COVID-19.
What to Have Before You Apply
Lessee Household Certification - Renter Application, and
a commitment and documentation from your landlord (see below), and
a lease agreement, and,
current proof of income for all household members, and
proof of unemployment application and award letter/payments received, or, proof of income from January 2020 to present, and
a document to verify residency at the current address such as a gas bill, pay stub, canceled check or I.D.
Landlord Application, and
Landlord-Property Certification, and
a commitment and documentation from your tenants (see above), and
ownership documentation for each rental unit. Acceptable proof of ownership documents include, but are not limited to a copy of the deed, sales contract, most recent property tax receipt, a copy of the mortgage, or proof of homeowner’s/hazard insurance from the most recent year.
*A completed application consists of all 3 (three) Application Documents and All Supporting Documentation*
Be sure to include supporting documentation (e.g. income verification, proof of ownership, etc.) as indicated in applications and Rent Relief Guidelines to prevent any delays in processing your application forms.
